Užupis is a neighborhood in Vilnius, the capital of Lithuania, known for it’s artistic and bohemian inhabitants. On April Fool’s day of 1997, the district declared itself an independent republic (The Republic of Užupis), replete with an army of 12 personnel. The 41 articles of the Republic’s constitution are posted in eight languages on a street in the neighborhood.

 

Everyone has the right to live by the River Vilnelė, while the River Vilnelė has the right to flow by everyone.

Everyone has the right to hot water, heating in winter and a tiled roof.
